Devon Elliott

Devon Elliott is the national antimicrobial resistance lead in NHS England. His background over nearly 20 years in the NHS spans across both clinical and non-clinical roles, varying from nursing roles in various learning disabilities units for adults and children with challenging behaviour, to a variety of trust analyst roles including a joint role with the local authority focus on safeguarding. Devon trained as an Institute for Healthcare Improvement (IHI) improvement advisor in Belfast and did an Msc In Information systems and management with a dissertation focused on developing a quality improvement model for mental health providers. This led to being a quality improvement lead for a London trust and then moving to NHS Improvement to be part of the team that worked on lord carter’s report into unwarranted variation in community and mental health. Following the pandemic and being heavily involved in the pandemic response, Devon was the senior programme manager for MSK during the recovery of services nationally and post recovery, was head of evidence and evaluation for primary and community care, focusing on personalised care & community health services. During this time, Devon led the data and evaluation workstream of the Acute Respiratory Infection (ARI) hubs programme in the national team and has continued in his current role as NHSE lead for an NIHR study into ARI hubs.

Devon was recently the study lead for the national investigation into AMR within NHS England produced by the National Audit Office in Feb 2025 and currently chairs the national Infection and AMR health Inequalities group. Devon also chairs the Patient and Public Involvement group that spans across all prevention and long-term conditions programmes in NHS England and sits on the National Academy for Social Prescribing (NASP) data steering group.

Devon has special interest in models of care that help to keep people well at home, in the community, in work and school and otherwise living their daily lives

In addition to NHS work, Devon is also a school safeguarding governor for a special needs through school in south London.
